What we do in Hammond

Before a tree comes down in Hammond

Hammond is in the City of Clarence-Rockland, outside the City of Ottawa, so Ottawa's tree by-law does not apply here. Rules vary from one municipality to the next, so we check before taking down a tree near a road or municipal land.

Anywhere in Ontario, a tree whose trunk grows across the property line belongs to both neighbours (section 10 of the Forestry Act), and both must agree before it comes down.

Hammond: local facts that matter for trees

In Clarence-Rockland, a City permit is needed to cut down a tree in the front yard of a property fronting certain roads, within the urban or community areas only: Laurier Street; Landry Road, Labonté Street and Champlain Road; St-Pascal Road and du Lac Road; Laval Road and Champlain Road; Lacroix Road, Gagné Road and Gendron Road; and Indian Creek Road, Drouin Road and Russell Road (source). Elsewhere, we still check before taking down a tree near a road or municipal land.

The City of Clarence-Rockland declared a state of emergency for the May 2017 flood (source), the April 2019 flood (source), and again on May 21, 2022 after the derecho, when crews were clearing trees and branches off the roads (source).

The May 21, 2022 derecho produced an EF2 downburst, with winds estimated up to 190 km/h, along a path from Nepean to Plantagenet; Hammond had EF1-level damage (source). A tree that came through a storm like that can carry cracks or root damage that only shows later, so it is worth a look before it fails.

Hammond is close to the Larose Forest, planted from 1928 on land around Bourget and Limoges that erosion and fire had turned into the “Bourget Desert”; more than 18 million trees have been planted there since (source).
